Rebuilds Propulsion as a skill-only, runtime-justified engineering workflow so Codex and OpenCode can install focused, composable skills without client-specific plugin machinery; it replaces the legacy bootstrap, hooks, and broad workflow skills with 15 validated skills and supporting references, adds canonical project language and repository-wide skill validation, and documents remote and local installation plus the recommended elicit, implement, human review, commit, and pull-request flow.
