Wiki Runtime 优化

• Wiki Runtime 现在自动发现 outputs/wiki/ 下的 Markdown 页面，并自行生成 changedPaths 与 artifacts 元数据。
• Wiki 更新 Skill 可以自由定义页面内容、名称和任意嵌套目录结构，不再需要了解 Runtime artifact 协议。
• Runtime Contract 强制所有 Wiki 输出为非空 UTF-8 .md 文档；非 Markdown 文件、符号链接和不安全路径会被拒绝。
• 兼容旧版 Agent 提交的 artifact 字段，Runtime 会用实际 Markdown 文件生成规范结果。
