First-hop resume landed on dev as #3312 (implementation, tests, and the draft's first-hop rule) and the draft trim as #3278. Per the quest lifecycle:

• Delete quest/m0/route-resume.md and its m0 index entry.
• Remove it from Rank's Required and drop Warm advertise's Required section entirely, which makes warm-advertise ready to start.
• Repoint the prose references in pop-skipping and wildcard at the landed PR.
