Require deferred review findings to be captured in a quest instead of living only in a review thread. No public API changes. Tested with nix develop --command just check.

Walkthrough

The Reviews section now states that reviewers must not silently drop genuine pre-existing or out-of-diff findings. If the pull request does not fix a finding, the reviewer must create or update a quest according to quest/AGENTS.md. “Out of scope” defers the fix but does not remove the tracking requirement.

Merge Risk: ⚪ Minimal · up to ee8e5

This updates contributor guidance so genuine deferred review findings are tracked in quests rather than silently dropped. It has no runtime or public API impact and is ready to merge.
