First release of morfBeacon, the shared LAN-supervision library.

UDP heartbeat presence (morfbeacon/1, port 45454) + HTTP /status endpoint for on-demand metrics.
Metrics extension point (IMetricsProvider) and a one-object façade (PresenceService) — ~5-line integration.
Qt Core + Network only (headless-friendly). Bilingual docs, GPL-3.0-only, fake_dashboard.py tester.
Verified on Windows and Linux x64; integrated into ComponentHub and SiteWatch.
