Add lang-detector.sh and lang-runner.sh to detect 8 languages by file suffix and run their fmt/lint/test toolchains from a new [lang_tools] section in hook-rules.conf. Also fix BSD awk incompatibility in pre-push identity scan and replace origin/dev hardcode with origin/HEAD fallback.
