Archive installs now include runtime dependencies, fixing startup failures such as Cannot find package '@profullstack/synconfig'.

Upgrades install dependencies and check startup in staging before replacing the working CLI. Failed dependency installation or startup leaves the previous package intact. The installer also preserves operator settings when ~/.moshcode contains configuration alongside the package.

Validation: full CLI tests and GitHub CI passed, including fresh-install and failed-upgrade regression tests.
