Split by what breaks if it is wrong, not by “human vs robot.”

Do not paste cheatsheet tables, port maps, or economy numbers into the wiki.
docs/planning/16_TODO_ROADMAP_PLANNING.md is a different, older product (Zitadel / Next, etc.). Ignore it for Five Nines. Prefer fivenines-engine-*.plan.md, fivenines-economy-delivery.plan.md, ops-console-hub-ui.plan.md. Stale names in old plans (simulation-engine, timezoneHours) lose to live AGENTS.md.
