Move the application logging configuration out of pages.py and into app.py. Use the new app logger to log some interesting application startup information.

Move the log configuration code into the
appmodule so that we can log application startup information.Configure application logging using Sentry. Boilerplate code was copied from mozilla-conduit/lando-api#26.
Verified working using docker and our real Sentry account. We should be able to ship this.
