[Task]: Allow accessing scanner query rules and results programmatically

Description

As a Security Engineer or Operator on AMO, I'd like to access scanner query rules and their results programmatically, so that I can integrate into client tooling, allowing faster rule creation, assessment and iteration, rather than a human having to assess rule results and tweak rule patterns manually, before the query rule can be turned into a scanner rule.

Acceptance Criteria

• An API to create a new rule, run it and know when it's completed, see its results, download matched files for analysis
• Gated by permissions (we can re-use the ones we already have for scanner queries)
