Bugzilla API intermittently returns HTML response instead of JSON with HTTP 200 for bug fetch requests

I was able to reproduce it locally for bug 2017243 on the mcp server. This seems to be caused by Fastly.

This was temporarily due to the Fastly browser challenge being added for all of BMO and scripts did not like that. We have now removed it and are going to only use it for *.cgi
