Code looks good, and I tested 2FA/recovery code/recovery phone flows locally with and without password and all worked as expected.
Because: * we want passwordless accounts to be able to setup 2FA as well, since they can do it through AMO anyway This commit: * enables 2FA setup for passwordless accounts Closes FXA-12790
