absolute link to `bulma.css` in toplevel document

The toplevel document contains an absolute link to bulma.css

        <title>Grcov report -  </title>
        <link rel="stylesheet" href="/bulma.min.css"></head>

It should be a relative one (./bulma.min.css); else it requires that the report is hosted at the toplevel,

Subpages are ok; e.g. they contain

        <title>Grcov report - src </title>
        <link rel="stylesheet" href="../bulma.min.css"></head>

I am also seeing this on the same version. I wonder if this is some combination of flags or assumptions about directory structure?

Might be triggered by build.rs in toplevel directory:

1. rel_path is "." when calling

   grcov/src/html.rs

   Line 393 in ca5313f

   fn gen_html(

2. it is tranformed to "" in

   grcov/src/html.rs

   Line 427 in ca5313f

   let base_url = get_base(rel_path);

3. which creates "/burma.min.css" in

   grcov/src/html.rs

   Line 308 in ca5313f

   format!("{}/bulma.min.css", path_to_root.trim_end_matches('/'))
