Compatibily with php 7.3

feat(docker-compose): add dependencies to php-cli-7.3 service

The php-cli-7.3 service in docker-compose.yml now depends on several other
services, including: credentials-generator, nats, certs-generator,
nats-with-jwt-nkey, and nats-with-certs. These dependencies were added to
ensure the correct order of service startup.
