A Transaction API order create that fails with "Required value missing for Jurisdiction ID (for Order Header Tax)" saves once you send a TP_TAX.tp_tax row keyed jurisdiction_id; the header taxable column is disabled. Verified on play 26.1.5950.0. Closes #197.
