Have local option for storage, not just AWS S3

Preferably an minimal AWS S3 API implementation/mock, as that does not require any changes compared to a proper production system.

In Node.js, https://www.npmjs.com/package/s3rver looks like the best option. Standalone + programmatic API. Alternatives are https://www.npmjs.com/package/dev-s3-server and https://github.com/scality/S3
