Local tester build focused on restoring a runnable local/bootstrap path after the repository was archived.
Changes:
- Repairs setup.bat/setup.sh so clean local checkouts recreate the lib/ dependency junctions/symlinks expected by CMake.
- Skips the optional Ares oracle submodule by default; it is still opt-in with WITH_ARES=1.
- Uses the validated local build artifact smoke-tested on 2026-08-15.
Validation:
- .\build_ssanne.bat completed configure and build successfully.
- PokemonStadiumRecomp.exe launched with PSR_AUTOBOOT=1 and stayed running through a 20-second smoke run.
