Final Tomba integration on top of merged #24, #31, and #139.\n\nChanges:\n- Stage Tomba runtime config and preloaded mod catalog for direct launches.\n- Include Tomba mod plugin sources in the runtime target.\n- Point psxrecomp and recomp-ui submodules at the merged rewind dependency masters.\n- Fix package manifest path for the framework-owned fast-loading mod.\n\nValidated locally:\n- cmake --build build-release-test2 --config Release --parallel\n- py -3 psxrecomp\runtime\tests\test_rewind_toggle_combo.py\n- py -3 psxrecomp\runtime\tests\test_mod_owned_display_controls.py\n\nNote: build still reports the existing stale OpenBIOS generated fingerprint warning.
