Test upkeep leaves a record. An upkeep pass now ends by committing a
dated report to the repo, so its findings outlive the workstream.

Upgrade with npm i -g @mu-crew/mu@3.13.3. New agent sessions load the updated
skill. No CLI, API, schema or extension change.

  sixth step: a dated docs/test-health/ report in the repo, holding the
