Add hint how to get models when none are installed

If no models are installed the TTS and image "Select a Model" buttons don't do anything.

If no models are installed, explicitly communicate this to the user and link them to the Models tab.

Shipped. core/http/react-ui/src/pages/Home.jsx renders a home-wizard empty state with a numbered 3-step guide, the <StarterModels> component (hardware-probed suggestions with a static fallback), and "Browse gallery" / "Import model" / docs actions. A non-admin variant shows a noModels title/body. See also components/StarterModels.jsx, RecommendedModels.jsx, EmptyState.jsx.
