Reduce child-navigation query cost while preserving child scope, ascending menu order and menu visibility. No data migration is required.

Verified locally on WordPress 6.9.8, PHP 8.3.33 and Municipio 6.43.3: 46 tests / 201 assertions, identical navigation objects for 559 pages, and manual acceptance on Nora. Local full-response medians improved by 3–4.5% on the tested child-navigation pages; these are not production benchmarks.
