I downloaded qolibri_2.1.4.dmg release, it's rejected by MacOS

Yes, it works on macOS. But instead of version 2.1.4, I recommend using a CI build. These have tons of bug fixes and also native Apple Silicon support. From the Actions tab, click on the latest workflow run, scroll down to "Artifacts" and download the The error is because the binary is not signed. To run it, after you get the error, go to your Mac's settings like in this screenshot and click "Open Anyway":
