MVR layers should carry a colour

Every software that MVR comes in and out of that uses layers, gives each layer it's own colour. MVR should match this and also include an RGB 8-bit colour value on each layer.

if i understand correctly, just this child node for Layer should do, correct?

| Color | 0 or 1 | CIE Color | A color assigned to a layer. If it is not defined, there is no color for the layer. |
