v2.9.2 install-safety fix

Third contribution from Kieran Knowles-Byrne (@kierknoby). Prevents the
FreePBX Framework dependency resolver from pulling down the FreePBX 17 API
module during install attempts on unsupported FreePBX 15 / 16 hosts (a path
that on 15.0.38 cleared and repopulated the existing API module's node
dependency tree before Frogman itself was rejected on the platform-version
requirement).

• module.xml: dropped hard <module>api ge 17.0.1</module> dependency,
  relaxed platform floor from 17.0.1 to 17.0
• install.php: added defensive getversion() < 17.0 guard that returns
  cleanly before any database or migration work
• Tools/SaveQuery.php and Tools/RunSavedQuery.php: runtime check for the
  API module being installed and enabled at 17.0.1+ via
  module_functions::create()->getinfo(), returning a clear error otherwise

No new tools (still 257). No changelog / README / DEVELOPMENT.md tool-count
drift. Verified on FreePBX 15.0.38, 16.0.50 and 17.0.33.
