Handling reference counter in Tcl objects

Tcl string objects reference counters are now incremented once created. In 2 functions string objects are created and then passed to Tcl_GetIndexFromObj. Before returning their reference counted is decremented but it never had been incremented in the first place. Moreover Tcl_GetIndexFromObj may well increment/decrement the reference counter in case causing the object internal memory to be released
