Initial commit: Chest Loader

Vanilla-taste, server-only, vanilla-client-friendly nether portal chunk loader built from an obsidian ring, a powered rail and a minecart placed in a chest or barrel. Configurable activation patterns, persistence across restarts, admin commands, and JUnit plus GameTest coverage.
