Because they fall outside hot work classifications, they usually don’t require fire watches or flame-related precautions. However, the absence of heat does not equal the absence of risk. Workers may still be exposed to stored energy, moving machinery, pressurised systems, chemicals, or awkward physical positions. Typical cold work includes mechanical servicing, bolt torqueing, alignment tasks, Lockout/Tagout activities, inspections, instrument checks, cleaning, and routine housekeeping. If any part of the task could unintentionally produce heat or sparks, the work must be reclassified and managed under hot work controls.
Why Cold Work Permits Are Critical
When everyday jobs are carried out informally, safety depends on assumptions rather than verification. Isolations may not be fully documented, protective equipment might be selected out of habit, and critical information can be lost during shift changes. These gaps increase exposure to incidents, audit findings, and unplanned stoppages. A cold work permit closes those gaps by formally linking hazards, controls, responsibilities, and time limits. It transforms good intentions into a repeatable process that can be reviewed, audited, and improved over time.
Timeframes, Handovers, and Accountability
Cold work permits are typically valid for a single shift, often lasting eight to twelve hours. If the task runs longer, the permit must be reassessed and reissued. This usually involves a quick site walk, confirmation that controls remain effective, and a short briefing with the team. In extended outages or shutdowns, campaign-style permits may be used, but these are tightly defined and still require daily review.
Clear role separation is essential. The Issuer or Area Authority prepares the area and authorises the work to begin or stop. The Receiver oversees execution and ensures controls stay in place. Workers are responsible for following the agreed precautions and halting work if conditions change. Safety or Operations teams may carry out checks to confirm the process is being followed correctly.
A Clear and Traceable Workflow
An effective cold work permit follows a logical sequence. The process begins with a permit request that outlines the task, location, and duration. A risk assessment then identifies hazards such as mechanical movement, pressure, chemicals, ergonomics, or struck-by risks. Required isolations and Lockout/Tagout steps are implemented, including de-energising, locking, tagging, testing, and recording each verification. The site is prepared with barricades, lighting, and housekeeping, while any simultaneous operations are reviewed. Appropriate PPE is defined, tools are checked for suitability, and the job is authorised through a briefing where competence and controls are confirmed. Work proceeds under supervision, with pauses if new hazards appear. Finally, the permit is closed by restoring systems, removing locks in sequence, cleaning the area, inspecting the site, and collecting final sign-offs.
Compliance and Proof of Due Diligence
Although there is no regulation explicitly titled “cold work,” a properly completed permit demonstrates alignment with fundamental safety requirements. It shows that hazardous energy was controlled, guarding was maintained, PPE was considered, and workers were informed. The permit acts as tangible evidence that risks were identified, mitigated, and managed by competent personnel.
What Every Permit Should Capture
A robust permit records job details, equipment identifiers, defined work boundaries, and validity periods. It documents isolation points, verification checks, guarding and barricading needs, housekeeping requirements, and any simultaneous operations considerations. Final sections confirm authorisation, completion, system restoration, and lock removal.
