Move Wireguard SPIKE to github WIKI

In order to have better engagement with open source community and to foster discussion of our goals
I want to publish as much information on our goals as possible.

AC:

• Move spike documentation on WG from confluence to github wiki
• Update documentation references

We can use https://domchristie.github.io/turndown/ to convert HTML in confluence to markdown.

To export confluence as HTML: space settings (on left bar) -> content tools -> export
