idle-mask polish from the last two days into a published version.

Add issue and pull request templates

CONTRIBUTING.md, SECURITY.md and the telemetry-pack plugin example
already existed but weren't linked from the README and had no GitHub
templates guiding what a report or PR needs. Bug/feature issue forms,
a PR checklist tied to CONTRIBUTING.md's actual expectations, and a
security-policy contact link close that gap cheaply.
