The OAuth client plugin declares that it boots after optional naf/cli, so its discovery and doctor commands register reliably. Composer requirements remain installation constraints; the boot edge only orders installed plugins.
The release also keeps its wiring test from writing a cache into the repository. Runtime API and configuration are unchanged. Package CI passed on the release commit.
