Add release workflows and bump version to 0.1

Adds the standard build-release-zip (publish on tag push) and
delete-release GitHub Actions workflows, matching the pattern used
across other Naked Cat Plugins repos. Kept to the minimal form (no
WooCommerce license-meta/changelog steps) since this plugin has no
WooCommerce product or auto-updater to sync.
