Work on native assembly declaration

Description

• Add exclusion of ThisAssembly class (from Nerdbank.GitVersioning).
• Bump version of native assembly.

Motivation and Context

• Addresses Add MDP exclusion for ThisAssembly class Home#485.
• Addresses Bump version of native assemblies declaration so it doesn't resemble with NuGet version Home#491.
