• feat(ci): Add opt-in windows-build input to windows-test job (#53)

windows-build input

New boolean input (default false) that runs nanvix-zutil build on the Windows runner before testing. Consumer repos with Docker-based cross-compilation support (e.g. cpython) can enable this to build fresh binaries on Windows instead of downloading potentially stale release artifacts.
