Fixed

• Pin SQLAlchemy below 2.1, which defaults postgresql:// URLs to psycopg 3 instead of the installed psycopg2.

v2.2.0 installs SQLAlchemy 2.1, which cannot connect to PostgreSQL with the bundled psycopg2 driver; upgrade straight to v2.2.1 instead. The upgrade notes for v2.2.0 still apply.
