Health checks no longer wait indefinitely for speculative connection warmup. Preparation keeps its warmup head start, but foreground health work takes over after a bounded 250 ms handoff, removing slow cold first runs without reducing health lanes, sampled coverage, or article verification.

Includes regression coverage for completed and stalled warmup handoffs.
