Adds the sub-account derivation to the NCF-3 chain (format document section 1.5, registered in the separator table in 2.1): an ai-account root expanded from the PRK, then one 20-byte code per index, encoded like any account code. From one account code the codes of its sub-accounts are recomputable; from a child's code the parent's is not. The wasm package exposes it, and the vectors carry the new outputs. Nothing already published changes.
