Subject: [Bug Report] Scrolling broken when opening Settings modal in problem interface

Description

In the practice/problem-solving interface, opening the settings panel locks or disables the scrolling functionality.

Steps to Reproduce

1. Navigate to any problem interface on neetcode.io.
2. Click on the "Settings" icon (gear icon) to open the configuration panel.
3. Attempt to scroll down the settings panel or the main page using a mouse wheel or trackpad.

Expected Behavior

The settings panel should either scroll smoothly through its options, or the background page should remain interactive depending on layout constraints.

Actual Behavior

The scroll functionality stops working entirely while the settings menu is open.
