Adds debug log option to expose WIFI diagnostic data to Indigo Log

This provides very basic support for WLED 0.9.0b to publish wifi data from the WLED to the indigo log when plugin debugging is enabled. More to come when the API documentation is updated as new states have been added that are not yet documented so I will hold fire on the updates.
