The keep-main ruleset rejects a direct git push origin/staging:main even when
lint/typecheck/test/build are all green on the exact commit and main is an
ancestor: on a bare push the required checks evaluate as "expected" and GH013
refuses. Observed during the v0.2.3 promotion (eight rejected attempts);
v0.2.2 also actually landed via a staging-to-main PR (#225).
Updates AGENTS.md, CLAUDE.md, and .context/handoff.md to document the real
path: Prepare release on staging, then a staging-to-main PR merged with a
regular merge commit. Also records the v0.2.3 production verification results
in the handoff addendum.
