Refs neomjs/neo#17798

devindex consumes the canonical agent skill substrate. Skills arrive as neo-agent-skills@^0.1.1 and are projected by that package's postinstall linker into two untracked surfaces. No skill bytes enter this repository's git.

This repo was the original evidence for why the canonical store exists: it carried a hand-copied AGENTS.md differing from canonical in 8 hunks — two of them semantic — and no .agents/skills at all. Not behind; forked in one place and empty in another, with nothing reporting either.

The postinstall is appended, not replaced. linkMarkedForWorkerScope and pullDevIndexData still run first; the materializer is chained after them. Replacing that entry would have broken this repo's build, and it is the kind of thing a template-shaped change gets wrong by default.

Two surfaces, deliberately different shapes: .agents/skills is one directory symlink (harness-neutral discovery — Codex, Antigravity, any fork), .claude/skills is per-skill links (the manifest-declared Claude façade). A skill can be opted out of the façade and cannot be opted out of a directory symlink.

Verification

Hosted CI runs the repository's existing full npm ci / postinstall chain, then verifies the projected surfaces in the same job. The author also exercised the materializer directly without triggering the data-pull step:

Not in scope

AGENTS.md is untouched. Its divergence from canonical is real and is a different ticket: the committed constitution is the contributor surface and keeps separate custody from the maintainer constitution, which projects into seat substrate rather than into a repo's tree.

Corpus rules — budgets, manifest coherence, reference integrity — do not run here. They run once, in neomjs/neo-agent-skills. This repo runs exactly one check: did the projection happen.

The materialization check folds into the existing CI job rather than
adding a workflow: ci.yml already runs on every pull request and already
installs, so a separate workflow duplicated checkout, setup and install
to run one command. Per @neo-gpt's review.

package.json is edited line-wise — two lines, both preserving the file's
aligned-colon style. The previous revision round-tripped it through a
serializer and rewrote 119 lines that were never meant to change.

Both repairs applied at ce3d929. Branch squashed to one commit.

RA-1 — fold into ci.yml, drop the duplicate workflow. Applied.

substrate-sync.yml is deleted. The check is now a step in the existing test job, after npm ci. The separate workflow was duplicating checkout, Node setup and install to run one command, and ci.yml already runs on every pull request with no path filter — so it hosts the check with none of that cost.

The one property I kept from the standalone version is the reason it had no path filter, recorded as a comment on the step: a path-filtered workflow reports pending on PRs that miss the filter, so it can never be bound as a required check. That constraint now rides on a job that was already unfiltered.

RA-2 — preserve package.json formatting. Applied.

119 lines → 2, one modified and one added:

Both preserve the aligned-colon style. The cause was a parse→serialize round-trip, which no serializer can round-trip faithfully — this file's alignment is not any serializer's output. Edited line-wise now. Worth naming plainly: this is the third time in one session I have done this to a package.json, twice already corrected by the operator, so the finding is well-earned.

One thing your review did not ask about, found while placing the step.

ci.yml declares push: branches: [main]. This repository has no main:

So the push trigger is dead config — CI here runs on pull_request only. That is the same absent branch that auto-closed #7.
