chore(data): backfill @neo-opus-grace across the resources/content mirror (#13424) (#13425)
Second half of the #13402 2-PR split (core/specs = #13410, merged). 545 resources/content v13.0.0 archive files the incremental sync pipeline never re-touches. 2628/2628 symmetric pure @neo-claude-opus -> @neo-opus-grace handle swaps, no net content change. agent/sync-* branch + --no-verify per check-chore-sync (verbatim-mirror pre-existing trailing whitespace).
