Win-CodexBar 0.32.1

This ports upstream CodexBar 0.32.1 stability work into the Windows Tauri build.

Fixed

  • Claude OAuth usage stays read-only against Claude Code-owned credentials so Win-CodexBar does not interfere with Claude Code's token lifecycle.
  • The tray panel now delays its automatic stale-provider refresh briefly after opening, so the panel can paint and stay clickable before provider work starts.
  • Codex credentials are reused through a short-lived read cache, reducing repeated local auth reads during rapid refresh/menu-open flows.
  • Codex refresh tokens are no longer retained in the provider credential struct because Win-CodexBar only needs the access token for usage reads.
