As of Linux Mint 22.3 and its apps like 6.6.3, it uses forked symbolic icons with an xsi- prefix, with all of them residing in the actions namespace. This PR adds symlinks for all the icons that have a direct non-prefixed equivalent, which is enough to get Nemo, Xed and most of the Cinnamon shell to use the Windows 98 icons again.
