Patch release for the jira-syntax skill: it now documents which status marker to use for a pending step in a review.

The quick reference lists what each status marker actually draws, taken from the render endpoint of Jira Server 9.12, and names (i) pending: … as the marker for a step that is still open. In a review comment (x) already means a blocking failure, and (-) renders as a red no-entry sign, so a pending step written with either reads as a defect; three of seven tickets in one maintenance window had used (-). SKILL.md gains the matching row under Common Mistakes, and the jira-syntax evals gain pending_step_marker_in_review (#260).

The jira-communication skill is unchanged apart from its version number. The remaining commits since v3.32.1 are pre-commit hook updates (#258, #261), which do not reach the release archives.
