Accept yaml format for both config and swagger specification

Currently only JSON format is accepted and we can detect the file type with "yml" or "yaml" and convert the file into json internally.

yaml for swagger might miss something as reference and config is generated from wizard and naturally json format. Won't do it unless there are good reasons.
