Delta Docker: v4.0.0 Release

This is a local version of the official Delta Lake Docker environment. This version changes the available libraries powering all of the Quickstart materials including a big change. In the v4.0.0 version, we've removed "pandas" support, and are moving forwards with polars since it is better for the Rust ecosystem.
