Promote CLI 0.2.0-alpha.29 with assembly recovery guidance. Failed submissions awaiting worker reconciliation explain that the platform is verifying the previous execution and direct developers to the existing status command, avoiding unnecessary source edits, new tags or duplicate submissions. Once reconciliation clears, the existing same-submission retry remains available.

Included: #113 guidance and focused regression coverage; #114 version metadata. Focused submissions tests (9), syntax check and diff check passed. Required automatic tests and image CI passed for #114. No manual full suite was run.

Release notes: CLI 0.2.0-alpha.29 adds actionable waiting guidance for assembly reconciliation and preserves existing submission identity and source-failure recovery. Requires the matching Core assembly reconciliation contract. Coordinate Core deployment before merging this promotion and publishing npm alpha; this PR does not publish npm or establish live client acceptance.
