Reliability fixes for the Backups module

• The installer now creates the backup and CDR-archive storage directories with the correct service ownership — on a fresh server the very first scheduled backup works out of the box.
• A backup that fails before producing a file is now correctly marked as failed instead of blocking later runs.
• verify.sh gains new health checks: it proves the panel can actually stage updates and write backups (it performs the real write, as the service user), and that the self-update watcher is armed.
