• Reviews of large PRs resume instead of starting over. Each finished agent is checkpointed; a retry of the same head runs only what is missing.
• A soft review deadline: shortly before the poller's timeout the review stops starting agents and exits 75 (INCOMPLETE in the poller log) with its work saved, and the next pass resumes. After 3 attempts it ships what it has, with the unfinished axes listed as a Review gap.
• Retry backoff for a PR that keeps failing at the same head (BACKOFF in the poller log).
• harness-pr-review <repo> <pr> --force --resume, the manual form of the poller's retry.

Fixed

• A stale .git/index.lock left by a killed git no longer fails the PR on every retry; it is cleared before checkout.
• A timeout now stops the review's whole process tree, not only its first process.
• An agent whose answer is unusable (missing file, bad JSON) gets one more try.
• Text after the claims JSON array no longer fails the review (Extra data).
