API: Add a folder endpoint that calculates a hash of the folder contents

This would be very useful for syncing bookmarks.
The endpoint would have to take an array of bookmark fields that should be included in the hash as not all bookmark clients care about all fields.

A tough aspect about this could be the character encoding in php.
